Publication Ethics, Open Access and Predatory Journals

An explanatory reference to research integrity, authorship, journal trust, access models, licences, preprints, fees, AI policies, and corrections.

Publication ethics concerns the reliability of the scientific record and the allocation of credit and responsibility. Open access concerns the legal and economic conditions under which that record can be read and reused. Predatory or deceptive publishing concerns organizations that imitate scholarly journals while misrepresenting their editorial, review or commercial practices.

These subjects overlap, but they are not equivalent. A subscription journal can be ethical or unethical. An open-access journal can be rigorous or deceptive. A publication fee does not establish quality, and the absence of a fee does not establish trust.

1. The institutions of publication integrity

Integrity is distributed across several participants:

The Committee on Publication Ethics (COPE) organizes journal practice around themes such as authorship, conflicts of interest, data, peer review, allegations of misconduct, corrections and retractions.

2. Journal identity, indexing and trust

A journal’s identity normally includes its exact title, print and electronic ISSNs, publisher, website, editorial board, publication history and ownership information. Look-alike websites sometimes copy the title or ISSN of a legitimate journal; these are often called hijacked journals.

Indexing is a database-specific status. Web of Science coverage is recorded in the Master Journal List, while Scopus coverage is recorded in Scopus Sources. The Directory of Open Access Journals (DOAJ) evaluates open-access journals against transparency criteria. Search-engine visibility, a DOI, an ISSN or a Google Scholar record does not by itself mean that a journal is indexed in Web of Science or Scopus.

These characteristics describe transparency rather than a prestige tier.

3. Predatory and deceptive publishing

The term predatory journal is commonly used for a publication that prioritizes revenue or other private benefit while seriously misrepresenting scholarly editorial and peer-review services. There is no single universal legal definition, and journal quality exists on a spectrum. The more precise concern is often deception.

Patterns associated with deceptive operations include:

Individual warning signs are not conclusive in isolation. A new journal may have a small archive, a regional journal may use modest infrastructure, and a legitimate journal may send promotional email. Trust comes from the combined evidence of identity, editorial activity, transparent policy and an authentic publication record.

4. The former UGC-CARE list

The University Grants Commission created the UGC-CARE list in response to concern about low-quality and deceptive journals. The system was later discontinued. In a public notice dated 11 February 2025, UGC replaced reliance on the list with suggestive parameters for evaluating peer-reviewed journals.

The parameters include journal title and ISSN, regularity, publisher information, editorial-board details, peer-review transparency, ethical policy, fees, access, indexing and archiving. The archived CARE website states that the list was not updated after October 2024.

Consequently, an old UGC-CARE entry is historical information rather than evidence of continuously monitored status. University regulations and appointment or promotion rules may still contain their own documentary requirements, which are administratively distinct from international indexing systems.

5. Open-access models

Open access means that readers can obtain scholarly work online without a subscription barrier. The principal models are:

Gold open access The version of record is openly available from the journal, usually under a stated licence
Hybrid open access A subscription journal offers open access for individual articles
Diamond or platinum open access Readers and authors are not charged; costs are supported by institutions, societies or grants
Green open access An author manuscript is available through arXiv or another repository, sometimes after an embargo
Bronze access The article is free to read on the publisher site but lacks a clear open licence or permanence guarantee

Open access and author payment are separate concepts. Some open journals charge an article processing charge (APC), while others receive institutional support. Some subscription journals have no ordinary author charge, whereas others impose page, colour or excess-length fees. Hybrid journals may offer both a subscription route and a paid open-access option.

An APC funds an access route and associated publishing services. It is commonly invoiced after acceptance, although timing and fee structures vary. Legitimate editorial decisions are institutionally separated from payment, and fee information is publicly disclosed.

SCOAPÂł in high-energy physics

SCOAPÂł is a consortium coordinated by CERN that converts participating high-energy-physics journal literature to open access through centralized funding. Libraries, agencies and partner organizations redirect subscription resources to the consortium. For eligible articles, authors generally do not pay an individual APC. The arrangement is important because it differs from the ordinary author-pays model.

Copyright governs legal control over reproduction and adaptation. A publishing agreement may transfer copyright to a publisher, grant the publisher an exclusive licence, or allow authors to retain copyright while applying an open licence.

Common Creative Commons licences and public-domain tools include:

“Openly readable” and “openly reusable” are not identical. An article can be free to read without granting broad reuse rights. Third-party images or datasets within an article may also have licences different from the article as a whole.

7. Versions of a paper

Three versions appear frequently in physics publishing:

  1. Preprint: an author manuscript shared publicly before formal journal publication. It can be revised during or after peer review, and its review status remains distinct from journal certification.
  2. Author accepted manuscript (AAM): the text accepted after peer review, before final publisher typesetting and branding.
  3. Version of record (VoR): the formal publisher-maintained article with final metadata and publication status.

A DOI normally resolves to the version of record. Repository policies determine whether a preprint or AAM may be deposited and whether an embargo applies. The publisher-formatted PDF is not automatically licensed for repository upload merely because its authors created the underlying research.

In theoretical physics, arXiv provides dissemination, a public timestamp and version history. It does not perform the same certification function as journal peer review. A preprint can be cited as a preprint; after acceptance its status is “accepted” or “in press,” and after online journal release it can be described as “published in” the journal.

8. Authorship and contributorship

Authorship combines credit with accountability. International policies vary in wording, but authors are generally expected to have made a substantial intellectual contribution, participated in drafting or critical revision, approved the final manuscript and accepted responsibility for the work.

The CRediT taxonomy names fourteen contribution roles, including conceptualization, methodology, software, validation, formal analysis, investigation, data curation, writing, visualization, supervision, administration and funding acquisition. CRediT records contributions; it does not independently decide who qualifies as an author.

The corresponding author manages communication with the journal and often coordinates declarations and proof approval. Corresponding authorship does not necessarily mean first authorship or sole responsibility. Author-order conventions differ across fields. In much of theoretical physics, first position may indicate a leading contribution, while some collaborations use alphabetical ordering.

Authorship disputes are often difficult for journals to investigate because institutions, rather than editors, have access to employment and research records.

9. Major forms of publication misconduct

Fabrication is the invention of data or results. Falsification is the manipulation or omission of material so that the research record is misleading. Plagiarism is the presentation of another person’s language, ideas, figures or results without appropriate attribution.

Related publication problems include:

Similarity software detects textual overlap, not plagiarism as a complete ethical judgment. Legitimate overlap can occur in methods, equations, standard descriptions and preprint versions; interpretation depends on source, attribution, extent and intent.

10. Conflicts of interest and peer-review ethics

A conflict of interest is a relationship or interest that could influence, or reasonably appear to influence, professional judgment. Conflicts may be financial, institutional, collaborative, supervisory, competitive or personal.

Reviewers receive privileged access to unpublished work. The ethical norms of peer review include confidentiality, disclosure of conflicts, assessment within one’s competence, prohibition on using unpublished ideas, and avoidance of coercive citation requests. Editors are responsible for managing disclosed conflicts and preserving procedural fairness.

Reviewer anonymity depends on the model. In single-anonymous review the reviewer is hidden from the author. In double-anonymous review both identities are concealed during assessment as far as practical. Open review may disclose identities, reports or both. The scientific function remains expert scrutiny, while the social dynamics differ.

11. AI tools in journal publishing

Publisher policies on generative AI are evolving. As checked on 30 June 2026, the APS policy on appropriate AI use excludes AI systems from authorship, retains full human responsibility and requires disclosure of substantive use. The Elsevier journal policy updated in June 2026 similarly emphasizes human accountability and disclosure for manuscript-preparation use beyond basic language tools.

Differences remain between publishers, journals and types of use. Language correction, code assistance, image generation and use of AI as a research method can fall under different disclosure rules.

12. Reproducibility in theoretical physics

Theoretical research may have little conventional experimental data, but reproducibility still concerns the traceability of the argument. Relevant research objects include symbolic derivations, numerical scripts, parameter files, boundary conditions, approximation regimes, software versions and plotting data.

For analytical work, reproducibility depends on explicit assumptions, definitions, domains, limiting cases and intermediate steps. For computational theory, it also depends on code, dependency versions, random seeds where relevant, convergence tests and machine-readable inputs. A statement such as “no data were used” can be accurate for a purely analytical paper, whereas a numerical calculation may generate data and code even if no external dataset was collected.

13. Corrections, retractions and the permanent record

Scientific publishing distinguishes several post-publication notices:

Expression of concern Signals a serious unresolved question during investigation
Retraction Marks an article as unreliable or seriously compromised
Withdrawal Removes or labels material before or around formal publication under publisher policy

A retraction is not deletion. The original record commonly remains visible and linked to the notice so that readers understand what changed. Retractions can result from misconduct, but they can also arise from major honest error. Correction is part of record maintenance rather than an automatic admission of wrongdoing.

14. Commonly confused propositions
